UK Risking A Loss In GIS Expertise?

In the UK, public health departments of primary care trusts (PCTs) are due to move from PCTs to local authorities. According to The Guardian,  there is concern that GIS skills will be lost on the way as PCTs were where GIS expertise was concentrated.
